  Job title:                Chief Executive

 Reporting to:                         Chair of the PASSCO CiC Board

  Overall purpose of the job:

  • To ensure the PASS Scheme provides an effective Proof of Age Scheme, delivering maximum benefit to members of the company. To provide services to card issuing members and a cost-effective organisation and information to supporting members.  Establish and maintain contacts with appropriate UK Government Departments
  • To work with the Chair and Members of the PASSCO CiC Board to ensure the aims and objectives of the Association are met and maintain an appreciation of the age restricted products environment

Reports to:

The Chair of the Board.  Liaising with and advising the Chair of the Board and the Deputy Chair as appropriate.  The CEO will advise and construct the proceedings of the Board Meeting (usually 4 times a year) and occasional meetings as appropriate.

 

Responsibilities:

  • Service the needs of the PASSCO Board
  • Set and progress Board Agendas, prepare minutes and follow up action
  • Assist in seeking creative and positive solutions on key policy issues affecting the provision of Proof of Age services
  • Monitor and understand legislation and proposals as they affect the company
  • Communicate with PASSCO members as necessary
  • Represent PASSCO CiC as necessary and appropriate
  • Prepare and circulate Board reports to PASSCO members
  • Responsible for the PASS Scheme Administrator who reports to this position
  • To ensure performance and well-being of the Scheme Administrator

PASS Card Issuer Audits

  • Maintain contact and monitor the contract with the appointed auditor.
  • Monitor the audit schedule
  • Liaise with the Accreditation Committee (currently performed by the non-card issuer members of the Board), circulate audit reports and report the Board
  • Respond to potential card issuer enquiries and supporters

PASS Scheme Standards Group

  • Maintain membership of the Group, prepare agenda, notes to meetings, reports and recommendations to the Board.

Financial

  • Manage and monitor the company’s administrator
  • Prepare and managethe PASSCO CiC budget
  • Report to the Board on the financial position of the company

Policy & Marketing

  • Monitor and understand legislation and proposals as they affect the company
  • Maintain contact with industry bodies and Government Departments as appropriate
  • To expand the marketing effort of the Scheme to individual users and card acceptors (e.g. Stores, pubs, cassinos etc. where age restricted products and services are provided)

 

Skills required:

  • Strategic – problem solving/able to develop and communicate strategies
  • Strong organisational skills
  • Sufficient understanding to control and advise on the Scheme’s budget and expenditure
  • Ability to work well with others
  • Good interpersonal and persuasive skills
  • Attention to detail and thoroughness
  • Patience and ability to work in stressful situations
  • Excellent time management skills and the ability to prioritise effectivel

 

Position is part-time 1/½ -2 days a week, based largely at home.

Remuneration: £45 -£55K (pro-rata)

 

Job title:                 Administrator

 Reporting to:                         CEO PASSCO CiC

PASSCO CiC Board, Committees & Working Groups

  • Service the needs of the PASSCO Board as required
  • Organise venues and/or Video conferencing facilities for Committees and Working Groups
  • Maintain contacts details for Members, the Board and relevant contacts.

PASS Security

  • Ensure supply of PASS Card holograms
  • Maintain contact with hologram suppliers
  • Arrange supply and invoicing of holograms to card issuers
  • Liaise with PASSCO CiC Card Issuer auditors
  • Respond to enquiries re security
  • Respond to enquiries and card refusals in a timely manner

Financial

  • Keep full and accurate records of financial transactions
  • Prepare Quarterly financial reports or as requested
  • Prepare, submit invoices and ensure payment
  • Pay expense invoices
  • Monitor the PASSCO CiC budget
  • Prepare and submit year-end financial information to the company’s auditors

Corporate

  • Ensure Companies House records are delivered in a timely fashion and kept up to date
  • Tax Returns and payment delivery

IT

  • Maintain communications through the PASS Website and respond to enquiries
  • Liaise with Web Master on design and content of the website

 

Skills required:

  • Good grasp and knowledge of office administration
  • Proficiency in Microsoft Office Suite, PDF and email programmes
  • Sufficient financial skills to maintain income, expenditure and profit & loss accounts and provide regular reports for the Board
  • Good verbal and written communication skills

Position is part-time 1/2 days a week, working largely from home.
